Topic: Buffer Size (Latency) Question

It isn't clear to me what this setting could affect outside of music production. If the buffer size is set too high (e.g., 2048), could it result in a video recording with delayed audio, or audio delay in the playback of a video file using an ASIO plug-in?

No also the video application buffers.

Only things like listening back to your playing via USB introduces the RTL latency.

It affect things you do in real time like playing a vst synthesizer or anything where you need to bear your timing while you perform.
So for real-time lower buffer is better. But lower buffers stress the CPU more especially very low like32 64 an 128. So from CPU cycles point higher is better. I can run my cubase projects at 64 or 128
But not 32 for example.
