The application sets the sample rate. You do not need to touch these values there.
For checking the sample rate being currently in place or to set it for whatever reason, check on device or look RME driver settings window (little icon at the bottom right of your screen in the Windows notification are).
If your application supports ASIO then choose better the ASIO driver to bypass Windows sound.
The settings you see there are those of the WDM driver which is there for the OS and Applications that do not support ASIO.
Additional question to you: If you have audio content with 44.1 kHz ... what's the point of playing it with a different or higher sample rate than 44.1 kHz ? Not sure whether windows would support upsampling and even if, upsampling content doesn't raise the quality of audio material.
