Topic: power and longevity

When my pc is off, my BF is still displaying a lit LED indicating that it is still powered on.
While I can disconnect the USB cable and/or possibly change a value in the BIOS so that this doesn't happen, my questions really are:

1) Does the BF draw a lot of power when it's idle.  Less than when it's being used, less than when the pc is on, etc?

2) Does a BF constantly drawing power have a greater chance of living a longer life, since components are possibly not being shocked during on/off operation or does the BF stand a greater chance of not lasting as long?
