I've noticed the device ordering (in USB Settings) varies with user login on Win10. That is to say that the device order setting is user dependent.

I am looking for a way to set the device ordering for all users on Win10. How can i do that?

I've tried "Lock Registry", but this setting seems to be user dependent as well.

It appears all other REM device USB Settings (Clock source, buffer size etc) are NOT user dependent, that is, they are the same for all users. Not sure why some of the settings are user dependent and others are not. Any help with understanding how this is done and where the settings are stored would help us to manage this issue.
