I was playing music using VLC. I opened Cubase, and while it was loading I played another song using VLC. Suddenly the volume was super loud. Why did this change occur?

Solution 1:
Set the FF 400 as both System output device and Standard output device.Update - Solution 2:
In Cubase 5 or 6 / Devices / Device Setup under VST Audio System / select "Fireface 400"
then click on Control Panel button
under "Options" untick and don't use "Set Device Attenuation To 0 dB"
1. Solution 1: Where do I do this in Windows 10?
2. I did this, but I cannot locate the option to untick "Set Device Attenuation To 0 dB". I do not find that option. I have UFX II Fireface.
Windows 10 and UFX II should have been in your first post.
In Windows 10 one way this could happen is if TotalMix FX output faders are remote controlled by MIDI commands. Please check your settings, and check the fader positions before and after the volume change.
And can you please stop to repeat your question in the Mac section? Those Mac options do not exist under Windows as they are not needed there.
