I'm running Windows 7 64-bit.  Have dl'd the fut_wdm_dspe.zip file, and run pcie_fut.exe (HDSP PCIe FUT, v2.21 in Title Bar of running program).  Hardware Revision comes up as 'RayDAT, Rev. 11.'  Programming Status says 'Not Updated.'  Clicking Update button yields the standard "Erasing Sector x..." then switches to "Programming Sector x."  At the end of the process, Programming Status says "Success."  I close the window and re-boot.  Repeat the process to see what FW Rev is listed, and it still says Rev. 11.

I feel like an idiot, because I've repeated the process several times with the same result - with and without anti-virus active.  Any ideas?  I must be missing something?
