The Dell needs either driver updates or different BIOS settings or a BIOS update. As posted by another forum member:

----------
I have a HP Z240 Workstation with Windows 10 Pro, in Standard Bios Configuration RME AIO was  not recognized. I changed the Bios Settings for PCIe Bus:
Early PCIe delay from disable to enable
PCIe Slot System from Auto to Gen1
Save and Reboot
AIO Card was recognized and works fine :-)
--------------

If you don't find something suitable in the Dell BIOS try at least all available PCIe slots, one of them might work better. After that you have to contact Dell, we can not fix PCIe interruptions on their side.
